NEW YORK (CBSNewYork) — Rapper Ja Rule is calling for better public housing conditions in the city. Ja Rule, born Jeffrey Atkins, says he was raised in Queens public housing and is upset by the complaints of no heat at so many buildings. Atkins will hold a press conference and rally along with several City Council members at 11 a.m. Tuesday on the steps of City Hall.
