Suburban Businesses Face Tight Restrictions As COVID-19 Cases Rise Outside New York City

PORT CHESTER, N.Y. (CBSNewYork) — As COVID-19 cases climb across New York City, parts of the suburbs are facing even stricter measures. Port Chester , for example, has more than 250 active cases of coronavirus — the most since the start of the pandemic, CBS2’s Nick Caloway reported Monday. “These are dangerous times that we’re in,” Gov. Andrew Cuomo said in a warning of what’s to come this holiday season. New restrictions are on the way as Upper Manhattan has been designated a yellow zone. The southern half of Staten Island is now an orange zone. Cuomo said the hospitalizations are going up so fast on Staten Island, there’s a bed shortage . Cuomo said Yonkers, Port Chester, Ossining, New Rochelle, Tarrytown, and Peekskill are on track for moving into orange and red zones. Port Chester has been an orange zone for nearly two weeks. Mayor Richard Falanka said a red zone designation would ravage the economy. “Well, that’s a complete shutdown like we were back in the spring. That would be devastating to our community,” Falanka said. The orange zone designation means hair salons, barber shops, nail salons and gyms must close, schools go fully remote and indoor dining is outlawed. That’s what we’re focusing on right now,” said Carlos Santos, who owns the Aqui Es Santa Fe restaurant. The Colombian restaurant is back to takeout only, which is a big blow to the small, family business that’s been operating in Port Chester for more than 13 years. “Unfortunately, we had to let the last people that we kept, we had to cut their hours and, it’s difficult. Everybody’s having a hard time,” Santos said. Mayor Falanka said government can only do so much to control the outbreak and it’s time for residents to take personal responsibility and wear a mask. NEW YORK (CBSNewYork) — CBS2 has an update on a story it first reported Sunday night. As New York City schools operate remotely, some say a city day care program is turning away students with special needs. CBS2’s Lisa Rozner demanded answers on behalf of one mother, and Monday she got action. “She had to stay home. I was not able to secure any child care, so I cancelled my in-court appearance,” Kristin Bruan said. Bruan, a public defender with the Legal Aid Society , feels defeated by city schools. She spent Monday morning hearing criminal cases virtually, and had to isolate her 9-year-old daughter, Alice, who has ADHD, to learn in a separate room. Monday was supposed to be Alice’s first day enrolled in the city’s free child care program, known as Learning Bridges, being held at a tennis club on Roosevelt Island where Bruan lives. On Sunday, CBS2 reported the site accepted — and then rescinded — Alice’s seat, saying it could not enroll children with individualized education plans (IEP) due to staffing limitations. We won’t allow that. We’ll track down that situation and make sure that that child gets a seat In Learning Bridges for sure,” the mayor said. MORE : Sudden Switch To Remote Learning Means Particular Challenge For Students With Special Needs “He’s lying… shame on the mayor,” said Bruan, who heard from parents across the five boroughs who applied for multiple Learning Bridges programs. “Just in the last 72 hours I’ve had about 30 parents reaching out to me, telling me that their children were also turned away because their children had learning disabilities.” On Monday afternoon, it was not the city, but Skip Hartman, who oversees the Learning Bridges program on Roosevelt Island, that told Bruan a mistake was made, and Alice will have a spot Tuesday. “It’s just three weeks. We’ve had to hire a lot of people. I did not focus clearly enough on the distinction between special needs children,” Hartman said. “As a result of the CBS story, I’ve had to refocus on that issue.” But Hartman only oversees the program on Roosevelt Island. Parents elsewhere said other Learning Bridges programs, overseen by other administrators, are not accommodating their kids. Heather Fisher of Queens said one could not accommodate her son, Jordan, who is on the autism spectrum. “And I was like, what happened if you have a student who needs a lot of redirection? ‘Well you know this may not be the best setting for them,’” Fischer said. On Monday evening, Advocates for Children of New York filed a class action lawsuit against New York City’s Department of Education on behalf of students with disabilities. These students should receive the compensatory services they need as quickly as possible, without having to jump through cumbersome legal hurdles that will favor families able to afford lawyers and leave economically disadvantaged students behind,” said Kim Sweet, executive director of AFC. A city spokesperson said students with disabilities are being given priority, and small group sizes are being offered. He acknowledged Learning Bridges does not have the full range of support services as schools, and that it’s working to identify those for sites so the city can serve as many students with disabilities as possible. The city said it has accepted nearly 40,000 students into its free day care program. A little more than a quarter of them are special education students. UNION, N.J. (CBSNewYork) — New Jersey is taking more steps to slow down a second wave of coronavirus as we head into the holidays. On Monday, the limit on outdoor gatherings was lowered from 500 people to 150. This, as new cases and hospitalizations are on the rise, CBS2’s Meg Baker reported. Because symptoms can often be the same, many people are preparing for the holidays by wanting to show a negative test before gathering with loved ones. Gov. Phil Murphy on Monday pleaded with residents to do Thanksgiving differently this year. “Over 16,500 individuals who were alive last Thanksgiving are no longer with us. TRENTON, N.J. (CBSNewYork) – AAA says 50 million Americans will drive or fly for Thanksgiving, despite the COVID pandemic. The TSA expects to screen 6 million people in the days ahead, and that’s leading to concerns about an even bigger surge in cases. “This is a particular issue as we’re approaching the holiday season,” said Dr. Anthony Fauci on CBS This Morning . Dr. Fauci is warning families to do the holidays differently this year, stressing that staying home is the best way to protect yourself and others from getting sick. “If you’re with a small group of people, do you need to wear a mask indoors?” Gayle King asked. “It’s kind of difficult to be eating and drinking at a dinner with a mask on, you can’t do it. But to the extent that you can, keep the mask on,” Dr. Fauci said. Travel expert Pete Trabucco says if you must travel, plan ahead, know the restrictions in other areas and here. And then, after the fourth day, take another test in order to be able to go out and un-quarantine in the New York City area,” he said. If flying, pack extra masks, sanitizer and even gloves. He says ventilation systems on planes are similar to hospitals, but be wary of exposure elsewhere. “Going through TSA, getting your bags or picking up you bags, or getting transportation to and from where you need to go,” Trabucco said. Rick Cotton, the executive director of the Port Authority of New York and New Jersey, says the agency is redoubling its efforts to make sure all travelers adhere to safety protocols. “We are simply trying to prepare ourselves that, if people choose to travel, we do our part in assuring their health and safety,” Cotton said. Trabucco says the safest way to travel is by car in a controlled environment. AAA suggests packing meals, extra snacks and drinks in addition to an emergency roadside kit to minimize the number of stops along your journey. AAA anticipates at least a 10% drop in travel – the largest one-year decrease since the Great Recession in 2008. World Kindness Day Marked With Virtual Celebrations, Acts Of Kindness

NEW YORK (CBSNewYork) – Friday is World Kindness Day , and it’s being celebrated across the globe. Many would agree we need it more than ever this year. As CBS2’s Cindy Hsu reports, dancing is how many have celebrated World Kindness Day for nearly 20 years. This year, it’s gone virtual. It is celebrated worldwide on Nov. 13 and promotes the importance of being kind to each other. Karen Salmansohn has written dozens of books on happiness and kindness and says it’s as easy as listening. “Talk less, listen more. Put your phone away. Just a simple act of kindness, just really letting people know that you’re there for them,” she said. Food is another way to get that smile. “You could bake something for somebody, or here in New York, you could order up a delivery and surprise somebody with it,” Salmansohn said. When it comes to kids, we spend so much time making sure they’re behaving, Karen says it’s important to let them know when they’re doing the right thing. “Catch them being kind and to let them know that, wow, that’s great, I love that you just said that right now,” Salmansohn said. It’s also key to be kind to yourself. Take a break and do what makes you happy. Exercise and meditation can help clear your mind. Getting enough sleep is part of self-care. Before bed, making a list of three things you’re grateful about can help you focus on the positive. Kindness is something you can practice everyday. Everyone also loves to be appreciated, so making a habit of saying “thank you” is one of the greatest acts of kindness. Efforts to combat the rise started on Staten Island in the morning and soon will begin in New Jersey as well, CBS2’s John Dias reported. Commuters were greeted differently at the Staten Island Ferry. City workers made sure everyone at the terminal had a mask, and understands that free testing at the site starts on Thursday. Connecticut Begins Pilot Program Offering Rapid COVID-19 Tests To Students, Teachers

CONNECTICUT (CBSNewYork) — A Connecticut school is trying out a new pilot program that offers rapid COVID-19 testing to students. Gov. Ned Lamont hopes it can eventually be rolled out statewide, CBS2’s Natalie Duddridge reported Thursday. Tracy Aaron’s son is a high school sophomore in Stamford. He’s been stuck at home for two weeks because a classmate contracted COVID-19. “My son is now in quarantine because he was exposed in school. So, yes, I’m all for tests,” Aaron said. “Anything that can help, would be happy to have rapid tests in all the schools.” Gov. Lamont announced a new pilot program to try and prevent the spread and minimize the time students spend away from the classroom. It offers free rapid testing to any K-12 student, teacher or staff member who shows symptoms. “Gives the superintendent, the teachers here confidence if it’s a test negative. You don’t have to shut down, you don’t have to quarantine. You can keep everybody going,” Lamont said. If it comes back positive, that student can quarantine and limit exposure immediately. However, if negative, health officials still recommend taking a follow-up test to confirm results. Some educators feel rapid testing gives people a false sense of security. “Even if we have a rapid test, there’s questionability about the accuracy of the test,” said Ruth-Terry Walden, a high school teacher in Stamford. “Quarantining is really the safest and the best way for you to protect yourself and the community at large.” As of Thursday, Connecticut’s COVID-19 positivity rate was 4.2%. Many community members said they’d welcome any and all increased testing to slow the spread. “It’s not a 100% guarantee, but it still gives a person some assurance,” one person said. “I know it’s not accurate all the time, but I think that’s a step in the right direction,” said Jose Cleves, a Stamford resident. Connecticut’s education commissioner said dozens of school districts in the state have shown interest in the rapid testing program.
