DETROIT, Mich. (CBS Local) – A Detroit woman’s Facebook video has gone viral after she recorded police officers taking her disabled father out of bed to face charges of allegedly stealing a car 29 years ago. Detroit police served the warrant for Chris Cline’s arrest on July 13. Authorities say the warrant stems from Cline’s alleged involvement in a Detroit car theft in 1989. The man’s daughter, Trillion Wright, argued with police that her father now suffers from diminished mental capacity and was unfit to be arrested. “It doesn’t make sense. It’s not a murder, it’s not a rape, it’s not, you know, a bomb threat, he is not a terrorist,” Wright said, via WNEM . The daughter was also broadcasting the entire arrest live on Facebook; a post that has been viewed over 35,000 times. “He doesn’t remember. This is not fair because he is on file. He has diminished capacity because he had head and frontal lobe damage,” Wright explained. Cline was reportedly hit by a car several years ago and also isn’t capable of walking well anymore. Cline claims he moved to Ohio three years before the alleged incident. While he admits to getting into legal trouble in Ohio, a warrant for the car theft never came up until now. Deputies took him to the Oakland County Jail, but then released him. They told him to turn himself in to Detroit police at a later date. Cline’s daughter said he will be turning himself in, but the family will have an attorney with them when they return.

BIG SUR (CBSLA/AP) — California transportation officials say an iconic stretch of Highway 1 in the scenic Big Sur coastal region that was blocked last year by a massive landslide will reopen to traffic Wednesday. The California Department of Transportation says the road that connects Los Angeles to San Francisco will be open to all travelers by midmorning. #Hwy1 at Mud Creek south of #BigSur is OPEN for business as of 9:45am! Safe travels, everyone. pic.twitter.com/hxX3AgQ1Dp — Caltrans District 5 (@CaltransD5) July 18, 2018 The department says construction workers made great progress and the road will open weeks earlier than expected. They had estimated an opening by the end of July . Highway 1 was blocked by a massive landslide in May 2017 , displacing 75 acres of land. The debris slid well out into the ocean, creating 15 acres of new coastline about 9 miles. A new @USGS research project started taking air photos just before #BigSur #MudCreek landslide. This time-lapse animation shows what happened and progress during construction. No photos from July, too foggy! Details: https://t.co/eUvMJvZ0Mu pic.twitter.com/6YvvhirTcq — USGS Coastal Change (@USGSCoastChange) July 18, 2018 Narrow, windy Highway 1 through Big Sur is a major tourist draw, attracting visitors to serene groves of redwoods, beaches and the highway’s dramatic oceanside scenery. Last year’s rough winter closed at least two other stretches of road in the area, forcing some resorts to close and others to use helicopters to ferry in supplies and guests. Instead of trying to clear the scenic highway of the 1 million tons of rock and dirt that had come down, state transportation officials instead decided to build a new road on top of it, a project that cost $54 million.

LOS ANGELES (CNN Money) — Elon Musk, founder of Tesla and Hawthorne-based SpaceX, has apologized for calling one of the men involved in the Thai cave rescue mission a “pedo,” or pedophile. Musk has faced an intense backlash over the unfounded claim against Vernon Unsworth, an expert caver who participated in the rescue mission that saved 12 boys and their soccer coach from a flooded cave in Thailand. Musk expressed remorse on Twitter. The executive said that while Unsworth provoked him, “his actions against me do not justify my actions against him, and for that I apologize to Mr. Unsworth and to the companies I represent as leader. The fault is mine and mine alone.” Unsworth has said he is considering legal action against the tech billionaire. Nonetheless, his actions against me do not justify my actions against him, and for that I apologize to Mr. Unsworth and to the companies I represent as leader. The fault is mine and mine alone. — Elon Musk (@elonmusk) July 18, 2018 Gene Munster, a top tech analyst and the managing partner at Loup Ventures, wrote an open letter to Musk urging him to rein in his outbursts and erratic behavior so he might “regain investor confidence.” “Your behavior is fueling an unhelpful perception of your leadership -— thin-skinned and short-tempered,” Munster wrote in the letter posted “on behalf of investors who believe in you and your mission.” Munster went on to advise Musk to apologize, focus on achieving Tesla’s mission, and “consider taking a Twitter sabbatical.” Musk appears to be ignoring that last piece of advice. His apology to Unsworth came in a two-part tweet, posted in response to another Twitter user who linked to a story defending the Tesla CEO. The controversy began when Unsworth described Musk’s attempt to help save the stranded boys with a “kid-size submarine” as a PR stunt, telling CNN that the miniature escape pod “had absolutely no chance of working.” He can “stick his submarine where it hurts,” Unsworth said during the interview in Thailand. Musk replied with his unfounded smear shortly after. Musk has a history of making outbursts on Twitter. He has also repeatedly lashed out at journalists amid critical coverage of Tesla, which has missed Model 3 production goals, lost top executives, and clashed with government investigators. Just last week, one of Tesla’s biggest investors called for the CEO to stay out of trouble. “We think a time of quiet and peace is what is needed to work through these [production] issues,” James Anderson, a partner at Tesla’s fourth largest investor, Baillie Gifford & Co., said in a Bloomberg Television interview. “I think that it would be good to just concentrate on the core task,” he added. — Seth Fiegerman and Danielle Wiener-Bronner contributed to this report The-CNN-Wire & © 2018 Cable News Network, Inc., a Time Warner Company. LOS ANGELES (CBSLA) — Young people using digital devices heavily are more prone to symptoms of ADHD, a study out of USC has found. After narrowing down its study group to more than 2,500 Southern California-area high school students with no preexisting ADHD symptoms, researchers from USC, UCLA and UC San Diego found over two years that even medium use of digital media platforms led to an increase of new ADHD symptoms. “We can’t confirm causation from the study, but this was a statistically significant association,” USC professor Adam Leventhal said in a statement. “We can say with confidence that teens who were exposed to higher levels of digital media were significantly more likely to develop ADHD symptoms in the future.” ADHD, or attention-deficit/hyperactivity disorder, is described as a brain disorder that includes a pattern of inattention, hyperactive behavior and impulsiveness that interferes with functioning or development. The CDC says 43 percent of high school students use digital media three or more hours a day, while a survey by Common Sense Media showed teens spend nearly nine hours of their day on online media. The constant stimulation from digital devices is different from the effects of TV or video games on young people’s attention spans. “New, mobile technologies can provide fast, high-intensity stimulation accessible all day, which has increased digital media exposure far beyond what’s been studied before,” Leventhal said.

High pressure will have a firm grip on our area the next few days. This translates to sun-soaked skies and mainly clear nights, so you can put away the umbrella for now. (Credit: CBS2) In addition to this — after an impressive spike in the humidity yesterday — it will feel much more comfortable out there. That said, if you prefer a muggy Miami feel, you’re going to have to wait a bit. (Credit: CBS2) All the while, expect our temps to remain at and around normal with the 90s unlikely returning any time soon. What’s ahead? It looks like we’re tracking some rain for the weekend. SPRINGFIELD TOWNSHIP, N.J. (CBS Local) — The parents of a 4-month-old boy have been charged with murder in their son’s suffocation death. Burlington County Prosecutor Scott Coffina announced Tuesday that 42-year-old William Herring and 22-year-old Brianna Brochhausen were charged after their infant son, Hunter, died in March. They were taken into custody on July 16. Mugshots of William Herring and Brianna Brochhausen. (credit: Burlington County Prosecutor’s Office) Officials say Hunter was found unresponsive at the Hilltop Motel in Springfield Township on Feb. 14, where the family was living at the time. The prosecutor’s office says an investigation revealed that Herring and Brochhausen were frustrated because the baby would not stop crying, so they placed him in “time out.” Authorities say Hunter was positioned on his stomach on the bed with the comforter pulled over him, covering his head and entire body. Police say the parents then went outside to smoke cigarettes, and when they returned to their room 10 minutes later, they discovered Hunter was not breathing. Hunter was initially taken to Virtua Hospital in Mount Holly and then immediately transferred to the Children’s Hospital of Philadelphia. He died on March 3 after being removed from life support. “The responsibilities of becoming a new parent can sometimes be overwhelming,” Burlington County Prosecutor Scott Coffina said. “Those who find themselves at a point of crisis when caring for a newborn child should know that help is available, and they must seek that help rather than taking actions that might harm their child.” Herring and Brochhausen were each charged with first-degree murder and conspiracy to commit murder. NEW YORK (CBSNewYork) — Police say a young woman was stalked and groped by a stranger who followed her into an elevator in Harlem. It happened back on June 17 inside a building in the area of 7th Avenue and West 138th Street. CBS2’s Marc Liverman spoke exclusively to the 28-year-old victim. She said she didn’t know it, but as soon as she got inside her building’s elevator, she was being followed. “He followed me and he held the door and he closed it really slowly, so I didn’t know anyone was behind me,” she said. Surveillance video shows the woman waiting for the elevator when at the last second, police said the man followed her on. “He started asking questions like if I had roommates or if I had a boyfriend,” she said. “I didn’t think anything of it because it was Sunday afternoon I was just trying to get home.” As soon as the elevator door opened again, police said the man grabbed her from behind. “I turned around and I was like, ‘What are you doing?’ and it started to click then I’ve never seen him in this building he probably doesn’t live here,” she said. So she started to scream and then man took off down the stairs. “I just started screaming for help,” she said. “It’s very scary, yeah. He knew exactly what he was gonna do.” She said she’s hopeful the man gets caught. “I just wanna make sure that nobody else gets hurt from this same person,” she said. Police: Search On For Suspect After Woman Grabbed Inside Harlem Elevator
CLAYTON, Mo. (CBS Local) – The Clayton Police Department in Missouri has issued an apology after its police officers stopped 10 black Washington University students for allegedly not paying for their meal at an IHOP restaurant on July 7. CBS St. Louis affiliate KMOV-TV reports that the incoming freshmen had just left the eatery when police received a call that a group of diners just left without paying. Clayton police officers reportedly made the students walk back to the restaurant. However, City of Clayton officials claim the students offered to return to IHOP to clear up the situation. Some of the students also showed receipts proving they had paid for their meals. After officers escorted the students back to the IHOP, the manager said the students weren’t the suspects that failed to pay. The manager had contacted police to report that a $60 tab wasn’t paid by a group of black customers. That’s the procedure called for by IHOP policy. A short time later, police spotted the group of teens. Clayton police say they were stopped because they were carrying IHOP bags and some of the black students fit the description given to them by the restaurant manager. The 10, who were on campus as part of a summer program, told KMOV-TV they felt that they’d been racially profiled. “I don’t know how you can take that into account,” Clayton Police Chief Kevin Murphy told KMOV-TV. The school issued a statement expressing disappointment over the false accusations. “The fact that these students, all of whom are African American, were scared and humiliated is unacceptable to us,” Washington University said in the statement. “We have shared the sentiment with the City of Clayton and have had an opportunity to meet with city leaders to reiterate our concerns.” The Clayton P.D. said the IHOP involved has had 45 “dine and dash” calls since January and that “collateral damage” such as the incident involving the students was an “additional cost of this kind of criminal activity.” The department also said it’s open to ways it can perform better in similar situations. “Our department has and will continue to study what could have been done better in this and in all incidents where we have complaints,” the Clayton PD said in its statement. “Even without any apparent policy or legal violations, we look for ways to improve and make our officers even more effective in positive interactions.” [H/T CBS News ]
