Mayor: Brooklyn Synagogue That Reportedly Held Massive Wedding Earlier In November To Be Fined $15,000

NEW YORK (CBSNewYork/AP) — A Brooklyn synagogue that reportedly hosted a secret wedding with thousands of unmasked guests earlier this month is facing a hefty fine. Mayor Bill de Blasio said Monday that Yetev Lev temple in Williamsburg will have to fork over $15,000. He called the event irresponsible and unacceptable, adding it ignored COVID-19 restrictions, including mask wearing and social distancing. “We know it was too big. I don’t have an exact figure, but whatever it was, it was too big. There appeared to be a real effort to conceal it, which is absolutely unacceptable,” de Blasio said Monday night on NY-1, adding, “That’s just not acceptable. I mean, we’ve been through so much. And in fact, the Williamsburg community in recent weeks responded very positively, did a lot more testing and was being very responsible. This was amazingly irresponsible, just unacceptable. So there’s going to be consequences right away for the people who let that happen.” On Sunday, Gov. Andrew Cuomo called the wedding “disrespectful of the people of New York.” The New York Post reported that guests, mostly unmasked, crammed inside the Yetev Lev for the Nov. 8 wedding of Yoel Teitelbaum, a grandson of Satmar Grand Rabbi Aaron Teitelbaum, in blatant violation of coronavirus restrictions that ban large indoor gatherings. The synagogue has a capacity of 7,000 people. Compliance with coronavirus restrictions in some of New York’s Orthodox Jewish communities has been an issue since the pandemic started last spring . Officials are worried about a COVID-19 spike after Thanksgiving, but hope those planning to travel will change their minds. Experts warn testing could provide a false sense of security because of the 14-day incubation period. “Let’s say I was infected yesterday. I could get tested tomorrow, I’d be negative. I could travel on Wednesday and by Thursday or Friday I could be contagious, passing it to other people,” said Dr. Ashish Jha, dean of Brown University’s School of Public Health. NEWARK, N.J. (CBSNewYork) – New Jersey reported more than 3,000 new COVID infections Friday. The state’s daily case numbers remain at their highest levels since April. Now, hospitals in the northern part of the state, are being hit hard. As CBS2’s Nick Caloway reports, the number of new infections is rising in Newark, and more people are ending up in the hospital and the ICU. Then came the second wave. “We’re actually approaching 40 as of this morning, Nick. And we’re still seeing positivity rates increase out of our community health clinic,” said Dr. Shereef Elnahal, president and CEO of UH Newark, the state’s only public hospital. That’s because there won’t be as much out-of-state help on the front lines as we had in the spring. “We, as you mentioned, benefited from agency staffing, folks coming from out of state, the U.S. Army Reserves when the New York and New Jersey area were the global epicenter. But the pandemic was not yet affecting most of the country. Now that’s not the case. We’re seeing increases in almost every state,” Dr. Elnahal said. In New Jersey, hospitalizations are soaring. On Oct. 1, there were 523 COVID patients in New Jersey hospital beds. That number has since surged to more than 1,900 patients. More: Tighter COVID-19 Restrictions Go Into Effect Across New Jersey As Cases Continue To Climb At University Hospital, more patients are getting sicker and ending up in intensive care. But the news isn’t all bad. “It is encouraging that the death rate is dropping. And that’s primarily because the increase in cases has not yet hit, as much, vulnerable and older populations as it was in the spring,” Dr. Elnahal said. As the second wave hits New Jersey, Newark has become the epicenter of the state’s outbreak, where new restrictions are in place on restaurants and non-essential businesses, and curfews enacted in three zip codes. Statewide, restaurants must end indoor dining after 10 p.m. It’s all in an effort to flatten the curve, yet again. Beginning this weekend, state officials will be ramping up efforts to enforce those new restrictions in Newark and across the state. NEW YORK (CBSNewYork) — Mayor Bill de Blasio reminded everyone Tuesday that the city is on the brink of a second wave of the coronavirus pandemic. Efforts to combat the rise started on Staten Island in the morning and soon will begin in New Jersey as well, CBS2’s John Dias reported. Commuters were greeted differently at the Staten Island Ferry. City workers made sure everyone at the terminal had a mask, and understands that free testing at the site starts on Thursday. Their main message: COVID-19 compliance. “When it comes down to stuff like this, we know how to come together and deal with stuff like this,” commuter Francisco Gomez said. “I think it’s good. It’s happy to see people still wearing masks,” resident Thomas Preacher added. Weeklong Quarantine, COVID-19 Testing Required For SUNY Students Before Spring Semester

NEW YORK (CBSNewYork/AP) — Students attending college at one of New York’s public universities this spring will have to quarantine at home for a week, then be tested for COVID-19 , officials announced Sunday. The spring semester will start later than usual, on Feb. 1 instead of Jan. 22, and there will be no spring break, which was canceled to prevent the spread of the coronavirus through the end of the academic year. Graduation plans for the Class of 2021 will be similar to those for the Class of 2020, whose diplomas arrived by mail after scaled-back or virtual ceremonies. “The state guidance won’t allow for big gatherings right now, so unless something dramatically changes, we don’t see that,” State University of New York Chancellor Jim Malatras said in an interview. He encouraged campuses to take time they didn’t have last spring to be more creative with the next round of ceremonies. SUNY issued the spring semester guidance as students at its 64 colleges and universities statewide made plans to leave for Thanksgiving break later this month and finish the rest of the fall semester remotely. They’ll also have to either show a recent negative test or get a test when they return to campus. After that, the regular surveillance testing that Malatras said has allowed campuses to manage the virus this fall will continue. SUNY can process up to 200,000 tests a week using a $15 FDA-approved saliva test developed by SUNY Upstate Medical University, he said. “The testing has been the thing that has really been a game changer for us,” said Malatras, who was named SUNY chancellor in August. Since August, SUNY has conducted more than 371,700 COVID-19 tests with an overall positivity rate of 0.48%, officials said Sunday. SUNY Oneonta sent students home for the remainder of the semester in early September after off-campus parties led to a spike. SUNY Cortland also is all remote through the semester’s end after closing classrooms in early October. SUNY Oswego and Binghamton University have seen temporary stops in in-person learning. The spring semester guidance, developed with input from public health experts, faculty, students and unions, combines new protocols with some already in place, like mandatory mask-wearing even while social distancing, the chancellor said. New York state is scrambling to contain a resurgence of the coronavirus that in March cut short the last spring semester for colleges nationwide. Hospitalization rates have been slowly climbing in New York and the state on Wednesday began requiring many travelers to get a coronavirus test before and after they arrive if they want to avoid a 14-day quarantine. Many of SUNY’s more than 400,000 students have continued to attend classes remotely even after the campuses reopened in the fall with classrooms, dining halls and residential buildings reconfigured to allow for social distancing. Under New York state guidance, colleges that record either 100 active cases or an on-campus positivity rate above 5% within a two-week window must pause in-person learning for two weeks. Gov. Murphy Sounds Alarm In New Jersey, Says Restrictions Could Come Soon If COVID-19 Positivity Rate Doesn’t Come Down

NEWARK, N.J. (CBSNewYork ) — New Jersey may be close to ordering new restrictions due to the coronavirus pandemic. On Thursday, Gov. Phil Murphy warned he may be forced to take action, following a surge in cases and hospitalizations, CBS2’s Jessica Layton reported. The positivity rate has soared to over 7%. When it comes to new infections, the state hasn’t seen numbers like this in more than six months. In fact, University Hospital in Newark still has tents set up from screening in the early days of the pandemic. It says it is ready to use them again, if necessary. “Jessica, we have still at least five to 10 people being admitted a day with the disease,” Dr. Shereef Elnahal said. “We’re really on the cusp of getting to a bad place in our hospitals, which ends up being a risk to everybody.” Elnahal heads the hospital and said the number of beds needed for COVID-19 patients tripled in less than two weeks. In fact, Newark is considered one of New Jersey’s most concerning hot spots. The positivity rate is a whopping 12.3%. The city is in Essex County, which, along with Bergen and Passaic counties, each reported more than 200 new cases Thursday. “Do we want to be where we were in the spring? Do we want to have to see nonessential businesses close?” Elnahal said. It’s a huge blow, considering not that long ago the state was priding itself on how it cracked the curve. The spike could lead to restrictions for already struggling businesses. “This virus has not taken a break and we cannot, either. Pandemic fatigue is a real threat to containing COVID-19,” New Jersey Health Commissioner Judy Persichilli said. “How close are we to do something? Close, so bear with us. We will clearly be taking action. And I hope it will be action that balances all the various challenges and interests that we have,” Murphy said. Doctors have learned so much about treating people with COVID-19, so they say one bright spot is patients don’t seem to be getting as sick and their hospital stays have been shorter, on average three to four days versus a week or more back in the spring and summer. Connecticut Residents Urged To Stay At Home At Night As COVID-19 Cases Grow

(CBSNewYork/AP) — Connecticut residents were being urged Thursday to limit any nonessential trips between 10 p.m. and 5 a.m. to help reduce the spread of the coronavirus , a move that comes as the state starts rolling back portions of the third phase of reopening. The Department of Public Health issued the statewide advisory, which takes effect at 12:01 a.m. on Friday. It applies to all residents except essential workers who need to leave home to get to their jobs during that time period and people who need to leave home for an emergency to seek medical care, purchase medical supplies, food or groceries. Ned Lamont had originally said restaurants and certain attractions such as movie theaters would have to close by 9:30 p.m., with an exception for takeout and delivery of meals. But he said Thursday that restaurants will be allowed to stay open until 10 p.m. The Democrat said he understands that people will be frustrated by the changes, including the limits on private gatherings as the holiday season begins. “Look, it’s it’s a tough pill to swallow. I get it. We’ve talked about that before,” he said. “But do it now. Do it this Thanksgiving. Put up with this a little bit longer. The governor said the state will not allow athletic tournaments involving teams from outside Connecticut and is asking Connecticut teams not to travel to other states through the end of 2020. He said that prohibition will not apply to colleges or professional sports. He’s also prohibiting the playing of high-risk sports as defined by the National Federation of High School Sports through the end of the year. Those include 11-on-11 football, boys lacrosse, wrestling, competitive cheer, dance, boxing, rugby and martial arts. Medium-risk sports, such as basketball and hockey, will be allowed to continue as long as the athletes wear masks during competition. “We’re doing everything we can to keep you safe, because we’re not out of the woods yet,” he said. Ben Zhao, a senior captain who played linebacker for Ludlowe High School in Fairfield, said he was happy to get to play at least four games with that town’s independent team. “Loved playing with my brothers and the last four years was just unbelievable,” he wrote in a text message to The Associated Press. “Greatest experience of my life and I hope the governor understands what he is taking away, not just a sport but a family.” RAPID TESTING PROGRAM Health and education officials have launched a pilot program in Middletown that will use new rapid tests in an attempt to identify and contain any coronavirus outbreaks in schools. They said any parent coming to pick up an ill student would also be given the option of taking a rapid test. Education officials said the pilot will give them an idea of best practices and any glitches before rolling out a similar program across the state. Connecticut has already deployed thousands of the new rapid COVID-19 tests to colleges and expects to receive about 1 million of them from the federal government. Officials said they also are recommending a regular PCR test for anyone who is experiencing flu-like symptoms but receives a negative result from the rapid test. That would give them confirmation of their test results within two or three days. Lamont also announced Thursday that he has approved spending $3.4 million in grants from the state’s Coronavirus Relief Fund, which uses federal coronavirus relief money, for use in homeless shelters and by people at risk of becoming homeless. As CBS2’s Dr. Max Gomez reported, it’s a kind of super-powerful antibody drug that could be given nasally — and it comes from llamas. Antibodies in plasma from recovered coronavirus patients or made in the lab may be effective treatments for COVID-19, but they do have drawbacks. They’re hard to make, expensive, they have to given intravenously, and are not that stable. That’s where Wally the llama comes in. They can sit at room temperature for up to more than six weeks, or longer. They can be freeze dried for shipping and storage, which is really important for the drug developments,” said Dr. Yi Shi of the University of Pittsburgh Medical Center. These nano-bodies are very easy to manufacture and because they have been shown safe in animals, human clinical trials should be smaller and faster than vaccine trials, Gomez reported. Health Officials Preparing For Worst As Coronavirus Spikes Nationwide

NEW YORK (CBSNewYork) — COVID-19 cases are surging across the country. More than 100,000 new cases were reported Wednesday – a new record. So, are we about to enter a deadly third wave of coronavirus ? CBS2’s Dr. Max Gomez reports on why health officials are worried and preparing for the worst. Many people are calling this a third wave of COVID, but it’s really the latest and largest spike in what is still the first wave. Experts are concerned for several reasons, including: the coming of winter and holiday seasons, the geographic spread of the virus, and spotty adherence to mask wearing and social distancing . Even a quick glance at U.S. COVID cases as tracked by The New York Times reveals some ups and downs, but a clear trend now topping 107,000 cases daily. Experts say hospitalizations, then deaths, will soon follow. In fact, that’s already happening. The numbers are spiking in previously unscathed rural areas that have far fewer medical resources to deal with a pandemic, which experts say is just as concerning. “Even younger people are getting it and some of them end up being hospitalized. And this puts a bigger burden on the medical system, not only take care of those patients, but it kind of displaces people with normal illnesses. And that becomes a problem because they don’t get the proper care that they normally would because they’re afraid to go in,” said Northwell Health’s Dr. Mark Jarrett. Winter is also when people will be crowded indoors, greatly increasing the chances of virus transmission. That’s also why Dr. Jarrett said this is the holiday season to not gather in person. Connecticut Begins Pilot Program Offering Rapid COVID-19 Tests To Students, Teachers

CONNECTICUT (CBSNewYork) — A Connecticut school is trying out a new pilot program that offers rapid COVID-19 testing to students. Gov. Ned Lamont hopes it can eventually be rolled out statewide, CBS2’s Natalie Duddridge reported Thursday. Tracy Aaron’s son is a high school sophomore in Stamford. He’s been stuck at home for two weeks because a classmate contracted COVID-19. “My son is now in quarantine because he was exposed in school. So, yes, I’m all for tests,” Aaron said. “Anything that can help, would be happy to have rapid tests in all the schools.” Gov. Lamont announced a new pilot program to try and prevent the spread and minimize the time students spend away from the classroom. It offers free rapid testing to any K-12 student, teacher or staff member who shows symptoms. “Gives the superintendent, the teachers here confidence if it’s a test negative. You don’t have to shut down, you don’t have to quarantine. You can keep everybody going,” Lamont said. If it comes back positive, that student can quarantine and limit exposure immediately. However, if negative, health officials still recommend taking a follow-up test to confirm results. Some educators feel rapid testing gives people a false sense of security. “Even if we have a rapid test, there’s questionability about the accuracy of the test,” said Ruth-Terry Walden, a high school teacher in Stamford. “Quarantining is really the safest and the best way for you to protect yourself and the community at large.” As of Thursday, Connecticut’s COVID-19 positivity rate was 4.2%. Many community members said they’d welcome any and all increased testing to slow the spread. “It’s not a 100% guarantee, but it still gives a person some assurance,” one person said. “I know it’s not accurate all the time, but I think that’s a step in the right direction,” said Jose Cleves, a Stamford resident. Connecticut’s education commissioner said dozens of school districts in the state have shown interest in the rapid testing program. PEEKSKILL, N.Y. (CBSNewYork) — Due to the coronavirus pandemic, putting food on the table for a Thanksgiving feast is going to be a tall task for many families. That’s why nonprofits are starting to disperse food donations now, and, as CBS2’s Lisa Rozner reported Thursday, it’s only the beginning. Fresh produce, meat and fruit are flying off the shelves of Feeding Westchester’s Mobile Food Pantry. The truck used to stop twice a month in Peekskill. Due to demand doubling, it’s here every week. So we look at this more like a marathon rather than a sprint,” said Molly Nicol of the Food Bank of Hudson Valley.
