Aggressive Effort To Curb COVID-19 infection Rates Begins On Staten Island; N.J. Restrictions Looming

NEW YORK (CBSNewYork) — Mayor Bill de Blasio reminded everyone Tuesday that the city is on the brink of a second wave of the coronavirus pandemic. Efforts to combat the rise started on Staten Island in the morning and soon will begin in New Jersey as well, CBS2’s John Dias reported. Commuters were greeted differently at the Staten Island Ferry. City workers made sure everyone at the terminal had a mask, and understands that free testing at the site starts on Thursday. Their main message: COVID-19 compliance. “When it comes down to stuff like this, we know how to come together and deal with stuff like this,” commuter Francisco Gomez said. “I think it’s good. It’s happy to see people still wearing masks,” resident Thomas Preacher added. Many who spoke to CBS2 said there are not enough testing sites on the island or the wait is too long. “Four hours to get tested? This is a horrible pandemic that we are seven, eight months into it. Let’s get the testing together,” said Ed Mahala of Sunnyside. It’s an everyday struggle,” said Ryan Harris of the Millburn Standard restaurant. “It’s gonna get rough with December, January, February coming.” Back in the city, de Blasio said he is still worried about a second wave, but believes we can fight it back. “If you said, could we continue like this and keep fighting until we got to a vaccine that would could believe in? The answer is yes,” the mayor said. Staff and volunteers will be back at it on Staten Island during rush hour, passing out more masks and more pamphlets in an effort to get out as much information as possible before Thursday. Cuomo Says Managing Infection Rate Will Be Critical As New York’s Coronavirus Numbers Climb

NEW YORK (CBSNewYork) — New York State is facing a grim outlook in the fight against the coronavirus pandemic. Gov. Andrew Cuomo says the state has almost the same number of infections as back in June, and things could get worse before they get better. “You will see through the fall the numbers going up nationwide,” the governor told ABC’s “Good Morning America” on Monday. “Scientists said that was going to happen. It’s going to be managing the infection increase, which is going to be the challenge.” On Sunday, Cuomo announced there were 18 fatalities the day before and the statewide positivity rate was 2.3%– the highest it’s been since June. “Our seven-day rolling average 2.21% — the highest we’ve seen in a long time,” Mayor Bill de Blasio said Monday. “Now we’re having some challenges on Staten Island . So we’re going to focus a lot of resources there to protect the people of Staten Island and to stop this second wave. We’re going to see a ‘day of action’ tomorrow on Staten Island — and this day of action means a lot outreach, a lot of mask distribution, a lot of testing.” Many told CBS2’s John Dias they fear another lockdown. “Maybe we’ll have to take a minute or two out again and do it,” one woman told Dias. “Too many people keep dying. They can’t control what’s going on,” Cypress Hills resident Tomas Baleao said. “I think it’s gotten so far out of control at this point,” another person added. The Garden State’s seven-day rolling average is 4.86%, according to John Hopkins. Murphy is expected to make a major announcement Monday about new restrictions on places where people gathering. “We’ve seen as restaurants stay open later, seating at bars, interstate indoor sports tournament — those are areas that we’re looking very closely,” the governor said. In Connecticut, the rolling average of cases is 4.74%. Health officials warn against large gatherings for Thanksgiving and urge everyone to wear a mask and practice social distancing. New York City Monitoring Coronavirus Uptick In 2 Staten Island Zip Codes

NEW YORK (CBSNewYork) — Two new COVID-19 clusters on Staten Island have the city bringing in extra resources to avoid a major outbreak. St. George Ferry Terminal is one of the places the city plans to add a new rapid testing site. The idea is you come in, get tested, and if you test positive, there will be contact tracers to walk you through next steps. It’s part of the city’s plan to tackle the spike in two zip codes in the borough — 10305 and 10314 in the Rosebank and Bull’s Head neighborhoods, respectively. “In this case, in your case, we’ve caught it early, and we will do everything in our power to deploy resources and join the fight with you by your side,” Dr. Ted Long, of NYC Health + Hospitals told CBS2’s Jenna DeAngelis on Thursday. Long is the head of the city’s Test and Trace Corps, which is working in two zip codes that have surpassed a 3% positivity rate. That’s about triple it sees on a given day. DeAngelis asked those who live and work in the borough what they think. “I guess people are not doing what they’re supposed to do, not wearing a mask,” one resident said. “My opinion is so-so. I don’t really think you have to wear masks unless you’re close to someone,” resident Blerona Osmani said. Trees Scattered Across Staten Island Following Strong Summer Storm

NEW YORK (CBSNewYork) – Staten Island homeowners were picking up the pieces Saturday after powerful storms passed through our area Friday afternoon. “We want our power back,” New Dorp resident Marie Riveccio told CBS2’s Dave Carlin. Electric company workers, city parks department crews and private contractors did a sweaty dance Saturday, ducking out of each other’s way for their grueling jobs on hard-hit Bancroft Avenue. “There are a lot of people that live without air conditioning,” said Riveccio. “But I can’t.” But losing your power wasn’t the worst that could happen – try having your bedroom ceiling vented with tree limbs poking in. George Menduina said he’s stuck, unable to get the tree off his home more than a day after it fell, despite making call after call. “You gotta get the tree off the house,” he said. “You gotta get a tree cutting company. Dilemma here now — I call them, they say, ‘well, we can’t cut the tree it belongs to the parks department.’” He was glad when the parks department arrived in the afternoon. But then, he got bad news. Parks department workers told Carlin that complicating the cleanup was that a crucial piece of equipment was not working properly. “That loader is not working right now. It has to reach in and grab it and pull it up and out,” one man said. “There’s another one, but there’s not this weekend.” The workers left, saying there may be no budging the tree for several more days. Menduina wasn’t the only resident complaining about getting the run-around. “The tree across the street fell right on top of it,” said Susie Sotomayor. Winds caused a tree to crush her husband’s motorcycle. She said she immediately called 311, then waited and waited. “I called again 311, I spoke to the operator there. She transferred me over to Con Edison, and they said that neither the police nor the fire department had notified Con Edison,” she said. Sotomayor said she’s learning the physical mess of the storm is only the half of it. Funeral Held For Staten Island Political Patriarch Guy Molinari

NEW YORK (CBSNewYork/AP) — A funeral was held Saturday for longtime New York politician Guy Molinari. Between 1975 to 2001, the Republican served five terms in the U.S. House of Representatives, three in the New York State Assembly and three as Staten Island borough president. Before going into politics, Molinari served in the United States Marine Corps from 1951 to 1953 during the Korean War. He earned his law degree after returning to New York. On Saturday, Giuliani said the late politician and power broker was his “staunchest ally” and “greatest defender.” Giuliani, a fellow Republican who’s now President Donald Trump’s personal lawyer, told NY1 that Molinari was a “real tough cookie,” loyal and “honest as the day is long.” Molinari also was instrumental in the closing of the Fresh Kills landfill on Staten Island. His legacy in politics was carried forward by his daughter Susan Molinari, who served in Congress from 1989 to 1999. One of the Staten Island ferries also carries the name Guy V. Queens Mother Charged In 5-Year-Old Son’s Fatal Overdose

NEW YORK (CBSNewYork) – Police have arrested a 31-year-old mother in the death of her 5-year-old son found dead in their Queens home more than a year ago. Phyllis Reinoso, 31, was arrested Thursday on multiple charges, including manslaughter and assault. Police said they found Michael Guzman, 5, unconscious inside the family’s Jamaica home in January 2017. He was taken to the hospital and pronounced dead. Months later, the medical examiner ruled it a homicide from “acute phenobarbital intoxication.” Authorities said the boy fatally overdosed. “This case appears to be a case where the child suffered from epilepsy, was legally prescribed medication, but then it morphed into a case where there was a neglect of care,” said NYPD Chief of Detectives Dermot Shea. At the time of Guzman’s death, sources told CBS2 the city’s Administration for Children’s Services had launched 13 separate investigations into the family’s home, where five other children also lived. Eight of the cases had been substantiated for further investigation, two involving Guzman. On Thursday, CBS2’s Andrea Grymes took questions to ACS Commissioner David Hansell , who was appointed to the job shortly after the boy’s death. “Apparently, ACS had visited this home 13 times. How could a little boy die like this?” she asked. “Well, you know, this was one of the several tragic fatalities that happened shortly before I came the commissioner and while the law doesn’t allow me to talk about the details of this or any of those cases, what I can say is as soon as I became commissioner, I realized that we had to do a top-to-bottom management review of our agency,” he replied. Hansell said the review led to several reforms , like adding hundreds more child protective specialists and flagging potential high-risk cases of abuse for more ACS scrutiny. Reinoso is being held on $1 million bail. Police said she had been living on Staten Island but fled out of state. “About two weeks ago, we located her, apprehended her in Alabama. And she’s back in New York City as (of) yesterday to face charges for manslaughter,” said Shea.

NYPD Sets Ultimatum For Disciplinary Proceedings Against Officer In Eric Garner Death

NEW YORK (CBSNewYork/AP) — Nearly four years after Eric Garner died during an arrest on Staten Island, the NYPD gave the U.S. Justice Department an ultimatum; if federal investigators don’t take action on the case by the end of August police brass will step in. Garner died four years ago Tuesday, and the department says it’s ready to start hearings against the officers involved and cannot wait any longer for the federal investigation to wrap up. Cell phone video from July 17th, 2014 captured officers trying to arrest the 43-year-old Garner for allegedly selling loose cigarettes. Officer Daniel Pantaleo is seen putting his arm around Garner’s neck as he pulled him onto the ground. Garner was repeatedly heard saying “I can’t breath,” and later died. In a letter to the Justice Department, NYPD attorney Lawrence Byrne says the department didn’t move ahead with disciplinary proceedings because it did not want to impact the federal investigation into the case. Now, the NYPD is giving the DOJ until August 31st to announce whether it will file civil rights charges. If no decision is announced, Byrne says the department will move forward. Garner’s family spoke just a short time ago. “We want it to be done swiftly,” mother Gwen Carr said. “We don’t want politics to play a part in this. We just want justice for my son.” PBA President Patrick Lynch released a statement Monday saying he agrees the DOJ should move to close Officer Pantaleo’s case, and they’re confident he will be vindicated. A Staten Island grand jury did not indict the officer on charges in Garner’s death. Pantaleo remains on modified duty.

Kross Center on Rikers Island. “In AMKC every night during the institutional lock-in, all dorms and modular housing areas are not in compliance with lock-in procedures. Each night there are approximately 1,200 inmates not in compliance with the institutional lock-in procedures,” the letter read in part. “The inmates are refusing to obey the lock-in procedures,” it continued. “The house never locks in for the night and the officer will not turn the lights off for fear of being assaulted. Female officers are being sexually assaulted and groped by these inmates. We can’t continue this dangerous cycle where offices have to walk into a danger zone every night,” the letter said. COBA said it previously sent letters raising these concerns on June 8 and 15 as well. CBS2 reached out to the DOC for a comment but has not yet heard back.

Commuters Have Mixed Feelings About Staten Island Express Bus Changes

STATEN ISLAND, N.Y. (CBSNewYork) — Nearly 36,000 people ride the Staten Island express bus to Manhattan every weekday. But as CBS2’s Tony Aiello reports, major route changes could make it harder for people to get to and from work. The Staten Island express bus has been Richard Leath’s way to work for the last 16 years, but changes in the next few weeks have him concerned. “What are these people going to do?” asked Leath. “This stop here alone is being taken away.” Starting August 19th, the MTA is drastically altering several express bus routes on Staten Island and Manhattan. Transit officials say they’re trying to speed up the service. But some commuters fear it will be a disaster, especially since the MTA has yet to release a new schedule. “It’s going to be brutal, it’s going to be brutal. Not looking forward to it,” said one rider. “Upset, people don’t like changes,” said another. MTA officials say 72 percent of customers will continue to use the same bus stop, but several stops on Staten Island will be consolidated to speed the trip. That means some commuters will have to walk farther to their stops, or drive there and find nearby parking. In Manhattan, drop off locations are also changing. One map shows many commuters will have to get off in the center of the city, with less access to the West Side. “I am like 50/50,” said Louis Pugliisei on his feelings about the changes. Pugliisei thinks the future changes will get him to work faster. He’s happy about that, but feels bad for those who who may have to walk, for example, from 11th Avenue to the new stop on 6th Avenue. “Its going to be kind of far. Especially if they’re coming home late at night,” he said. Some riders say the changes will force them onto the subway once they reach Manhattan. The MTA says they’ll still get a free transfer, but some worry it will be time consuming, especially for early commuters. “I don’t believe that it’s going to save much time for us,” said rider Donna Olivo. Many commuters say they’d like the MTA to rethink these changes. The plan also includes adding more buses during off-peak times and for the first time, express service on weekends. Woman, 67, Shot In Face While Waiting At Staten Island Bus Stop

NEW YORK (CBSNewYork) — An investigation was underway Tuesday after police say a 67-year-old woman was shot in the face while waiting at a bus stop on Staten Island. Chopper 2 was live over the scene after police say shots rang out around Jersey Street in the St. George section around 12:30 p.m. Investigators canvassed the area after police discovered the victim lying unconscious with a gunshot wound to her face. The victim’s niece says her aunt, Frances Williams, was waiting at the stop to go to her job as a home care aid when she was shot. “Somebody called me so I came up the street to find out what was going on with my aunt and they said she’s shot in the neck and she’s in critical condition,” Priscilla Lewis said. It wasn’t immediately clear why Williams was shot, or what circumstances led up to the shooting.

Police Investigate Attempted Child Abduction On Staten Island

NEW YORK (CBSNewYork) – Police are investigating an attempted abduction Saturday on Staten Island. It happened around 5:20 p.m. at Mapleton Avenue and Olympia Boulevard. Police said a driver pulled up in a black Prius and tried to take a 4-year-old girl from her stroller. The mother fought back, and the driver took off. The suspect was described as an Asian man.
