NEW YORK (CBSNewYork) — With growing demand for COVID-19 testing, there has been growing frustration over long lines. As CBS2’s Kevin Rincon reported Monday, there’s a push on to change all of that. As cases continue to spike, so has the demand for testing. “It has led to lines as long as eight hours,” City Councilman Mark Levine said. Levine said more help is needed. “We have to expand collection sites. We should have mobile sites, pop-up sites, home-testing kits. Every doctor’s office should have point-of-care testing. We have to push fast on every one of these fronts to solve this bottleneck,” Levine said. We can also expect a mostly sunny Saturday! Temps will be below normal as we top off in the lower 50s. Saturday night, another chilly one, with low 40s in the city, and the 30s return north and west. Sunday AM could have a few scattered snowflakes at elevation in the Catskills. Then, clouds thicken up and rain arrives in the afternoon. Some of the models are indicating some STRONG gusts of wind Sunday evening, along with an embedded storm or two. The winds stick around Sunday night into Monday, and I will expect advisories to be issued if the winds reach this threshold. Winter coats will be needed next week! GLITS South in Woodhaven , Queens, will be the first housing complex in New York City owned by the Black trans community. The Queensboro President-elect was at Friday’s ribbon-cutting ceremony and says he hopes to fund more projects to house the transgender community. NEW YORK (CBSNewYork) — As the weather gets colder, restaurant owners are winterizing outdoor dining spaces, but it’s causing concern that they are becoming too enclosed and exposing diners to COVID . On the Upper East Side, Alexandra Boet searched for open and breezy outdoor dining. “I’m sure there’s more ventilation than if you’re inside,” she said. But colder weather brings walls, plywood roofs and tents to outdoor structures. They can reduce fresh air. “Ventilation is critical,” said Dr. Len Horovitz, an internist and pulmonologist at Lenox Hill Hospital. Horovitz says he considers tents and igloos problematic because they may not have proper ventilation. (credit: CBS2) “The problem is when walls are created, when they want to heat the inside and when there may not be sufficient ventilation inside to ensure lack of contamination,” he said. He wants restaurant owners to keep air circulating with open spaces and tells the public to choose outdoor dining areas carefully. “Ideally, you’re at a table outside in something like a parking lot with nothing overhead, and you take your football blanket and put it around you if that keeps you warm enough,” Horovitz said. But students and teachers are left in cold classrooms . One CBS2 viewer saw the story and took action. “We’ve been here for more than 25 years. This is a community that has supported us all this time. It’s time to pay back,” said Nadeem Waheed, of Daniel’s Leather. Waheed is paying back by giving away coats after seeing the CBS2 report showing local schools without HVAC systems forced to open their windows. A teacher told CBS2 she and her students were “freezing” and couldn’t focus. More : Teachers Instructed To Keep Windows Open To Comply With COVID Guidelines Even As Temperatures Drop This store owner found an immediate solution: Donate his coats. “We said ‘what was the fastest kind of action that we can do, at least until they find something else?’ And we said, what could be better than our coats keeping them warm?” Waheed said. In less than 24 hours he’s formed a voucher program for kids in need to pick up a coat. Those vouchers will be delivered to the school. And if we can get the stars and take care of them, then why can’t we take care of the future stars,” said Brooklyn resident Maurice Ballard. Last year they gave away 1,000 coats. Dangerous Long Island Grade Crossing Replaced As Part Of Years-Long Effort To Make LIRR Safer

WESTBURY, N.Y. (CBSNewYork) — A years-long effort to make the Long Island Rail Road safer reached a milestone Friday. One by one, grade crossings are being replaced to save lives. There was celebration as a new underpass replaced a dangerous grade crossing on School Street in Westbury. “We had to have it for the betterment of the community as a whole,” Westbury Deputy Mayor Steve Corte said. A community that’s seen too much death in recent years. Just 19 months ago, the School Street crossing was the scene of mangled metal and lost lives. The impact crushed the platform and injured passengers. “They see the warning signs, they hear the train, they do it anyway,” Corte said. A dangerous grade crossing on School Street in Westbury has been replaced by an underpass. (Credit: CBS2) In its place now is the fifth of eight new LIRR underpasses. It’s part of the Third Track Improvement Project to reduce congestion and delays and increase railroad capacity. The other three are set to be eliminated by 2022, saving lives and time. “Drivers are no longer to be forced to sit and wait for trains to pass. The gates are down in the peak hour for roughly a third of the time, so you can imagine the back-ups these grade crossings cause,” said Janno Lieber, president of MTA construction and development. RELATED STORY — Ribbon Cutting Marks 1st Of 5 LIRR Grade Crossings Turned Into Underpass It took six months to carve out the road under the tracks, but it has been decades in the making with six fatal crashes along the stretch in 10 years. The project is on time and under budget during the pandemic. “If you do it smart and you follow safety protocols, you can actually take advantage of the fact that there are fewer riders being disrupted,” New York State Lieutenant Governor Kathy Hochul said. “This will go down in history as something that was extraordinary.” It costs roughly $100 million to replace a single grade crossing with an underpass. Three hundred grade crossings, many of which are arguably as dangerous as School Street, remain with no plans or money to replace them. The MTA’s budget woes are not expected to impact the completion of the grade crossing plan with money already allocated. Gov. Murphy Sounds Alarm In New Jersey, Says Restrictions Could Come Soon If COVID-19 Positivity Rate Doesn’t Come Down

NEWARK, N.J. (CBSNewYork ) — New Jersey may be close to ordering new restrictions due to the coronavirus pandemic. On Thursday, Gov. Phil Murphy warned he may be forced to take action, following a surge in cases and hospitalizations, CBS2’s Jessica Layton reported. The positivity rate has soared to over 7%. When it comes to new infections, the state hasn’t seen numbers like this in more than six months. In fact, University Hospital in Newark still has tents set up from screening in the early days of the pandemic. It says it is ready to use them again, if necessary. “Jessica, we have still at least five to 10 people being admitted a day with the disease,” Dr. Shereef Elnahal said. “We’re really on the cusp of getting to a bad place in our hospitals, which ends up being a risk to everybody.” Elnahal heads the hospital and said the number of beds needed for COVID-19 patients tripled in less than two weeks. In fact, Newark is considered one of New Jersey’s most concerning hot spots. The positivity rate is a whopping 12.3%. The city is in Essex County, which, along with Bergen and Passaic counties, each reported more than 200 new cases Thursday. “Do we want to be where we were in the spring? Do we want to have to see nonessential businesses close?” Elnahal said. It’s a huge blow, considering not that long ago the state was priding itself on how it cracked the curve. The spike could lead to restrictions for already struggling businesses. “This virus has not taken a break and we cannot, either. Pandemic fatigue is a real threat to containing COVID-19,” New Jersey Health Commissioner Judy Persichilli said. “How close are we to do something? Close, so bear with us. We will clearly be taking action. And I hope it will be action that balances all the various challenges and interests that we have,” Murphy said. Doctors have learned so much about treating people with COVID-19, so they say one bright spot is patients don’t seem to be getting as sick and their hospital stays have been shorter, on average three to four days versus a week or more back in the spring and summer. As CBS2’s Dr. Max Gomez reported, it’s a kind of super-powerful antibody drug that could be given nasally — and it comes from llamas. Antibodies in plasma from recovered coronavirus patients or made in the lab may be effective treatments for COVID-19, but they do have drawbacks. They’re hard to make, expensive, they have to given intravenously, and are not that stable. That’s where Wally the llama comes in. But they also make tiny fragments of the full-size antibodies dubbed “nano-antibodies.” Researchers from the University of Pittsburgh isolated those tiny pieces, and at a news conference Thursday announced the huge advantages the nano-antibodies have over full-size antibodies. “Our nano-antibodies are extremely stable. They can sit at room temperature for up to more than six weeks, or longer. They can be freeze dried for shipping and storage, which is really important for the drug developments,” said Dr. Yi Shi of the University of Pittsburgh Medical Center. These nano-bodies are very easy to manufacture and because they have been shown safe in animals, human clinical trials should be smaller and faster than vaccine trials, Gomez reported. More Than 2,000 Inmates Released Early From New Jersey State Prisons In Effort To Prevent COVID Spread

The governor signed off on the effort to contain the spread of the coronavirus, but some say it was a rushed political move. Throughout the day, prisoners were freed from state prisons, dropped off in waves at transit hubs from Newark’s Penn Station to the Trenton Transit Center. Cars waited hours for pick-up at Northern State Prison in Newark. Kevin Hayes, a diabetic, was supposed to be released in January. He went home with his brother Wednesday. “It’s a great feeling,” he told CBS2’s Lisa Rozner. The governor signed a law that knocks up to eight months off sentences and excludes people convicted of murder, aggravated sexual assault and repetitive compulsive sex offenders. Dwayne Burnett served time for assault. He says the state gave him a check, jail ID and bus tickets. He took advantage of Newark’s free COVID testing before heading home. “We got tested so many times, even yesterday, I got tested. Always negative,” he said. We’re gonna have as many as 180 returning citizens into Trenton. We want to make sure that they can get back on their feet,” he said. The Department of Corrections says 11 people who were released are COVID positive, and they received personalized transportation. A spokesperson for the governor did not respond to criticism from Republicans.
