NEW YORK (CBSNewYork/AP) — The New York Police Department tells CBS2 they’ve filed departmental charges against the police officer involved in the death of Eric Garner. A police spokesman says disciplinary charges were presented to Officer Daniel Pantaleo on Friday just days after the NYPD gave the U.S. Justice Department an ultimatum; if federal investigators don’t take action on the case by the end of August police brass will step in. A police watchdog agency, the Civilian Complaint Review Board, will prosecute Panteleo. Earlier this week Garner’s surviving family held a rally outside City Hall calling for justice on the fourth anniversary of his death. Garner, who had asthma, is heard in the video gasping, “I can’t breathe.” He was pronounced dead at a hospital. The medical examiner ruled the death a homicide caused in part by the chokehold. A grand jury declined to indict Pantaleo and the Justice Department launched a civil rights investigation. Garner’s death became another rallying cry in the Black Lives Matter movement. The Police Benevolent Association says it hopes the NYPD’s eagerness doesn’t mean an outcome has already been decided. The PBA says it is confident that Officer Pantaleo will be vindicated. But don’t get your hopes up yet: Even with more options for giant payouts, the odds of winning a jackpot remain abysmal at 1 in 258.9 million for Mega Millions and 1 in 292.2 million for Powerball. The odds of winning both jackpots are one in 75 quadrillion — that’s 15 zeros — according to data scientists at Allstate. The average American spends about $200 a year on lottery tickets, though residents of some states spend far more. According to a study by LendEDU, the average Massachusetts resident spends $735 annually on lottery tickets. Rhode Islanders plop down $514 a year. And if you live in Delaware or New York, you’re likely spending about $400 a year, or $33 per month (see map below). EL MONTE (CBSLA) – A woman is in critical condition after suffering burns in an apparent chemical attack in El Monte early Saturday morning. (LASD SEB/Twitter) At around 1 a.m., El Monte police responded to a 911 call regarding a woman screaming in the 3600 block of Durfee Avenue. They arrived to find the victim which severe burns. She was rushed to Los Angeles County+USC Medical Center in critical condition. Her name was not released. An L.A. County Sheriff’s Department Special Enforcement Bureau hazmat team was also called to the scene to what was being called a “caustic liquid attack.” The circumstances of the situation are unconfirmed. It’s unclear if police are searching for or have identified any suspects.
