NEW YORK (CBSNewYork) – Neighborhoods demanding a crackdown on the dangerous synthetic drug K2 rallied today describing the way the narcotic poisons their communities. “Right here, where we stand for those of you who don’t know, it’s become ‘zombieland,’” said Council Member Andy King. The neighborhoods might be different but the effects are the same, reports CBS2’s Marc Liverman. CBS2 exclusive video taken back in 2016 show people on K2 passed out on chairs in the middle of the sidewalk, seen again in 2018 all around New York City . Others are seen leaning against buildings and nodding out as mothers pushed their strollers close by. That was in the Mott Haven section of the Bronx, and now it’s happening in Williamsbridge. Just ask pastor Janet Hodge. “Every morning that we arrive, we find that people have used the bathroom on our property,” she said. “Every day I come outside and I find that there are men and women loitering on our stoops and they are in a stupor.” “We have people walking around zombie-like, in catatonic states, up and down White Plains Road,” said State Senator Jamaal Bailey. At a rally Monday, local politicians and residents said enough is enough. King introducing new legislation that would hold landlords and area businesses accountable. “The store will be shut down and you will not be able to reopen the same business or rent it out to the same business,” he said. The new legislation would also slap on a $100,000 fine on any business caught selling the synthetic cannabinoid. Protesters marching in the area where they say they will see dozens of people high on K2 held to a common cry: “We are going to be on the streets, we are going to march in front of your property, we are going to close you down.” K2 is a problem running rampant all over the city. Videos show businesses and dealers getting busted for selling the illegal drug. Back in May, there were more than 50 overdoses in Brooklyn alone related to illegal K2 sales.

NEW YORK (CBSNewYork) – A total of 12 buildings near the site last week’s steam pipe explosion in the Flatiron district have now been declared safe allowing businesses to reopen and residents are returning home. For those in the 33 buildings still closed, the excruciating wait lingered on. “It’s very unsettling,” said David Base, one of those affected when the blast near 21st Street and Fifth Avenue sent asbestos-filled steam and pieces of the pipe flying. “We really have no indication how long will be before we can fully return and actually live in our homes again,” he said. Crews have been spraying the facades of buildings to wash off any asbestos. Elizabeth Reid lives close to the accident site. Her building was not closed down but she has not returned to her apartment anyway. “I’m not sure how safe things are,” she said. “I don’t safe living there right now?” Photos: Massive Steam Pipe Explosion In Manhattan’s Flatiron District Con Edison is compensating displaced households $500, and noting those who do not feel that amount is enough can file a claim for “other related expenses.” We've made significant progress this weekend on the clean-up front and the work continues. #safetyfirst #steamprogress #conedison pic.twitter.com/EakaHsjn06 — Con Edison (@ConEdison) July 23, 2018 The Office of Emergency Management will says NYPD will be offering to help residents of the closed buildings who may have left critical items in their apartment such as necessary medication. Two community briefings were scheduled for Monday night at the nearby Clinton School to answer questions for residents. The city is also providing live updates as buildings are cleared for reoccupation through information on the city’s website . In addition to local residents, traffic on the street saw bus service back Monday along Fifth Avenue near the blast site.

WASHINGTON, DC (CBSNewYork) – In this unassuming brick building in Newark, N.J., is a more than 100-year-old family run business making something you might not expect to have roots in the garden state: Cowboy hats. “It’s a big surprise that we make so many hats, and we make them in Newark,” said Dean Serratelli of the Serratelli Hat Company. “We’ve basically had to survive by manufacturing in the United States.” Because Serratelli has been manufacturing his wide-brimmed beauties in the USA for decades, it was picked to represent New Jersey in President Trump’s “Made in America” showcase in Washington D.C., reports CBS2’s Hazel Sanchez. “After many years of decline, American manufacturing is coming back bigger and better and stronger than ever before,” said Trump on Monday. One manufacturer from each state is showcasing their U.S.-made products at the White House, including the Wiffle Ball, Inc. from Shelton, Conn. “I know how difficult it is for companies to make a decision either to stay in the U.S. or to go,” said David Mullany, president of Wiffle Ball, Inc. “We’re focused on making our products where we are,” he said. “Our products are sourced domestically. We just gotta keep our heads down and keep doing what we’re doing.” Today’s event comes as the Trump administration battles it out in a trade war with China and the European Union. “I think we’re already becoming more pro-U.S. manufacturing with what President Trump is doing with China right now,” said Serratelli “I’d to see us push more and thrive in those circumstances.” “We have a mother and son working here,” added Ali Ehsan, director of operations at the Serratelli Hat Co. Ehsan believes success comes from a strong family foundation. “It’s like you know everybody takes pride in what kind of hat we make, and really put the effort in there,” he said. One hat can take as little as 20 minutes to make depending on its design. Esahn says they make as many as 1,200 in one day.

(CBS Local) – A group of mothers on social media is slamming major retailers for selling inappropriate and oversexualized clothing to children. In a Facebook post by the parenting blogger “ Assignment: Mom ,” a mother rips Target for not having any shorts for her 10-year-old daughter besides overly-short or extremely tight-fitting garments. “You know I love you…but we need to talk about tween girls for a minute,” the blogging mother writes. “We live in a culture sexualized enough as it is; I wish I could go shopping for my tween and not have to worry about her backside or her underwear showing in a pair of athletic shorts.” The July 8 post was commented on and shared thousands of times, with many mothers reporting the same scene in other retailers like Walmart. “I went to like five places before finding Bella clothes, it’s ridiculous people are designing little girls clothes like hooker style,” Kate Paddock replied to Assignment: Mom’s post. “I went to Walmart to get my toddler daughter a pair of shorts for soccer and ended up picking them up from the boys’ section,” one person wrote according to Yahoo . “For my two and a half year old! The ones in the girls’ section were all basically short tights, which she finds very uncomfortable.” Several other parents reported having to shop in the boy’s department for youth athletic gear, alleging that retailers only have scantily-clad outfits available for minors. Target is disputing these claims. “We offer three types of shorts for girls: short, midi and Bermuda. Over the last few years, we’ve actually been going longer, not shorter… this is the case even with our short shorts,” officials wrote in a company statement obtained by the Daily Mail .

LOS ANGELES (CBSLA) — A municipal code usually used to keep sidewalks clear of homeless encampments will be used for another regular sight on Hollywood sidewalks – street vendors. Items of street vendors on the Hollywood Walk of Fame who set up tables or large carts to sell their goods will now be subject to the code, known as 56.11, which has traditionally been used to prevent homeless encampments. Tony Arranaga, City Councilman Mitch O’Farrell’s spokesman, said the city is not specifically targeting street vendors – just anyone violating the bulky item code because the world-famous boulevard have become a hazard for pedestrians and disabled people. “It’s not directed at street vendors. I want to make that clear. It’s for bulky items that are impeding (Americans With Disabilities Act) accessibility,” Arranaga said. According to 56.11, a bulky item is anything that cannot fit into a 60-gallon barrel, and the items can be confiscated by the city, with the owners having 90 days to reclaim them. Arranaga said the code would not apply to a vendor carrying their items, but that most of the vendors operating on the boulevard are likely in violation of 56.11. Sidewalk vending is currently illegal in Los Angeles, although the City Council is working on a comprehensive sidewalk vending program that would fully regulate the new industry. Los Angeles is the only major city in America that outlaws all sidewalk vending, although it decriminalized the practice last year in favor of issuing citations while the council develops a permitting process. Arranaga said he was unaware of any major effort by the city to enforce the sidewalk vending law on the Walk of Fame before the coming 56.11 enforcement. Arranaga also said the focus of the effort is in a relatively small area, along Hollywood Boulevard from Orange Drive to McCadden Place, a four-block stretch which includes the TCL Chinese Theater, the Hollywood and Highland complex and El Capitan Theatre. The full Walk of Fame stretches from La Brea Avenue to Gower Street, or about 18 blocks. (© Copyright 2018 CBS Broadcasting Inc. All Rights Reserved. City News Service contributed to this report.)

NEW YORK (CBSNewYork) – Police say while the medical examiner does not yet have a clear cause of death, a murder investigation is underway after the body of nurse was found stuffed in the closet of her East Flatbush apartment and her two roommates vanished. The 58-year-old victim, identified as Kyimar Thein, was found wrapped in a blanket around 6:45 a.m. Saturday at her building on Lenox Road near Nostrand Avenue in Brooklyn after police performed a welfare check. It was unclear how long she had been dead. Police said she had sublet a room to a man and a woman who have not been seen in the area since the body was discovered. Authorities say they have the identities of the couple and are searching for them. Thein joined SUNY Downstate Medical Center in 2006 as a nurse in the Medical-Surgical/Telemetry Unit, mostly working the night shift, according to Dawn S. Walker, Associate Vice President of Communications & Marketing. When Thein didn’t show up for her shifts over a few days, friends became concerned. Two coworkers told CBS2 Thein’s sublet was to a younger employee who was staying with her and that employee’s boyfriend.

LOS ANGELES (CBSLA) — Los Angeles Unified School District board member Ref Rodriguez resigned Monday after pleading guilty to a felony conspiracy charge and four misdemeanors for reimbursing donors to his 2015 election campaign. Under the plea agreement with prosecutors, Rodriguez will be put on three years probation and requires him to serve 60 days of community service. He is also expected to reach a settlement with the city Ethics commission, admitting that he carried out a money-laundering scheme by reimbursing 25 people who donated money to his campaign. “I am sorry for the mistakes I have made,” Rodriguez said in a statement. According to prosecutors, Rodriguez raised more than $50,000 during a campaign reporting period that ended in December 2014 and 25 donors – most of whom were family members and friends – were allegedly paid back $24,250 by Rodriguez and his cousin, Elizabeth Melendrez. The donors’ names had been listed on a campaign finance report that was signed by Rodriguez under the penalty of perjury and submitted to the Los Angeles City Ethics Commission. Rodriguez would have been allowed by law to donate the money to his own campaign directly, but the scheme could have been an effort to make his financial support from donors look stronger than it really was. According to Ethics Commission documents, shortly after Rodriguez began his campaign for the school board seat in November 2014, he “provided $26,000 of his own money to Melendrez, his cousin and a key campaign volunteer, with instructions to funnel that money into his campaign account by asking family members to make contributions.” Melendrez pleaded guilty Monday to four misdemeanor counts of assumed-name contributions and was also sentenced to three years probation and 60 days community service. Rodriguez pleaded guilty to a felony conspiracy charge and four misdemeanor counts of assumed-name contributions. He also resigned from the LAUSD board. “Today, I resign from the L.A. Unified Board to resume my role as a private citizen and community advocate. Thank you to the parents, students, community members, my staff and everyone who has given me their unwavering support. I am sorry for the mistakes I have made. I wish all of my colleagues the best as they continue this critical work.” The city Ethics Commission will hold a special meeting late Monday morning to consider a settlement of campaign violation allegations against Rodriguez. According to commission documents, he will admit that he carried out a money laundering scheme during his 2015 campaign and will agree to pay a $100,000 fine. (© Copyright 2018 CBS Broadcasting Inc.
