NEW YORK (CBSNewYork/AP) — A new proposal to ease traffic congestion in New York City would put a cap on ride-sharing vehicles. The massive growth of for-hire vehicles like Uber and Lyft has some city leaders ready to roll on a number of possible crackdowns. The extra vehicles are blamed for driving traffic congestion up and pushing wages down for those taking New Yorkers from place to place and borough to borough. “Of course they’re adding to traffic,” Herb Carlo of Whitestone, Queens, told CBS2’s Dave Carlin. “It’s unfair for Uber or Lyft to be in this market when individuals paid millions of dollars for a medallion.” Mayor Bill De Blasio says something must be done. “We have more and more evidence a huge number of these for-hire vehicles like Uber cars, for example, are driving around empty,” de Blasio said Friday on WNYC’s “The Brian Lehrer Show.” Before the end of August, the New York City Council could approve a bill to make New York one of the first cities to cap the number of ride-hail vehicles by freezing new licenses for 12 months. Some app-based drivers say a cap is wrong. And Uber released a video advertisement that portrays the cap as an attack on outer-borough residents, including minorities, seen in the ad as trying to hail yellow cabs that pass that them by. “I really rely on the Ubers more than the yellow cabs,” says Steve McAdams of Flatbush, Brooklyn. “I’d rather see more.” Politicians will spend the rest of the summer debating whether the higher number of drivers zooming past the demand for them warrants drastic action and what is the right way to deal with it. The vote on the city council’s ride-sharing cap could come as soon as August 8.

WASHINGTON (CBSNewYork) — President Donald Trump touted the economy’s 4.1 percent growth in the second quarter of 2018, the best since 2014. Speaking Friday from the South Lawn of the White House, the president said “we’re on track to hit the highest annual average growth rate in 13 years.” “I will say this right now and I will say it strongly, as the trade deals come in one by one, we are going to go a lot higher than these numbers and these are great numbers,” he said. The president said he’s confident next quarter’s numbers will be even higher. “We are now on track to hit an average GDP annual growth of over 3 percent and it could be substantially over 3 percent,” he said. “Each point, by the way, means approximately $3 trillion and 10 million jobs.” And Trump says as new trade deals com in, he expects the growth to soar even higher. He also touted record-low unemployment numbers among minorities and fewer Americans on food stamps. “We’ve added 3.7 million jobs since the election,” he said. “A number that is unthinkable if you go back to the campaign.” The president also said that “once again, we are the economic envy of the entire world” saying that when he meets leaders of other countries, “the first thing they say invariably is, ‘Mr. President, so nice to meet you. Congratulations on your economy. You’re leading the entire world.’” “They say it almost each and every time,” he said. Financial expert Bob Fuest agrees with the president’s assessment that this spike is no fluke. “People are happy. People in general feel a little bit wealthier,” he said. “A lot of economists think it is a one off and it will slow. I think it’s more like a riptide current and I think it’ll hold for a little bit, at least two or three more quarters.” And Fuest says New Yorkers are already feeling the impact. “I see a lot of retailers doing really well, as evidenced in the stock market, restaurants, higher spending, wage increases, and that’s all going to effect New Yorkers directly,” he said. About 25 percent of this quarter’s growth is due to exports, with overseas companies buying up U.S. products before new tariffs set in.

TEANECK, N.J. (CBSNewYork) — A New Jersey woman who survived a crash that killed her husband and four daughters on a Delaware highway is speaking out for the first time. The crash happened earlier this month as the family from Teaneck was headed home from a vacation in Ocean City, Maryland. Authorities said a pickup truck heading in the wrong direction on Route 1 in Delaware collided with their minivan, killing 61-year-old Audi Trinidad and his daughters, 20-year-old Kaitlyn, 17-year-old Danna and 13-year-old twins Melissa and Allison. Their mother, Mary Rose, was the only one to survive. Authorities say the four girls were not wearing seatbelts at the time of the crash. “I lost my family last July 6 because of a man in a truck crossed a wide grassy median and struck our car coming in the wrong direction,” Mary Rose said at a news conference Friday. “He is still walking free and I have to bury my husband and four daughters.” So far, criminal charges have not yet been filed in the case. Mary Rose said Friday that she wants justice for her family and to see the driver of the pickup “criminally prosecuted.” “All my broken bones and injuries will heal but not the unbearable pain my heart,” she said. “Now that they’re all gone, I have nothing to look forward to but justice for them.” Attorneys for the family say they’ve been told the investigation into the crash is “complicated” and may take a few months. Mary Rose, who spent her life helping others as a nurse, won’t be able to hold a funeral for her family until she’s well enough to attend. “She’s got a broken left arm with infections, both knees are fractured with surgery, she has fractured ribs, fractured shoulders and a fractured right hip,” lawyer Diane Lucianna said. Doctors say it may be weeks before she walks again.

NJ Woman Who Survived Crash That Killed Husband, 4 Daughters Speaks Out
REDDING (CBS News/AP) — An explosive wildfire raged through several Northern California communities, killing two firefighters and destroying dozens of homes after thousands of terrified residents fled in miles-long traffic jams. Sixty-five structures have been destroyed, and 5,000 other buildings were threatened, fire officials said Friday. (Getty Images) The Carr Fire is “taking down everything in its path,” said Scott McLean, a CalFire spokesman for the crews battling the blaze. In all, an estimated 37,000 people have fled from the Carr Fire, which began Monday and tripled in size overnight Thursday amid scorching temperatures, low humidity and high winds. Fire officials warned that the blaze would probably burn deeper into urban areas before there was any hope of containing it. Flames that turned the sky orange swept through the communities of Shasta and Keswick before jumping the Sacramento River on Thursday and reaching Redding, a city of about 92,000 people and the largest in the region. A firefighter with the Redding Fire Department was killed in Shasta County, officials said Friday. Another firefighter hired to try to contain the flames with a bulldozer was killed Thursday. Residents in the western part of Redding who had not been under evacuation orders were caught off guard and had to flee with little notice. “When it hit, people were really scrambling,” McLean said. “There was not much of a warning.” Many fire crews turned their focus from the flames to getting people out alive. On Friday morning, McLean told “CBS This Morning” the fire was “probably” less than 6 percent contained. “Really, we’re in a life-saving mode right now in Redding,” said Jonathan Cox, battalion chief with Cal Fire. “We’re not fighting a fire. A KRCR-TV journalist choked up as she reported live updates about the fire before the station had to go off the air later. Two news anchors told viewers that the building was being evacuated and urged residents to “be safe.” Journalists at the Record Searchlight newspaper tweeted about continuing to report on the fire without electricity in their newsroom, and a reporter at KHSL-TV wrote on Twitter that the station’s Redding reporters were “running home to gather their things.” Late Thursday, crews found the body of the bulldozer operator who had been hired privately to clear vegetation in the blaze’s path, McLean said. One of them will be evaluated at UC Davis Burn Center in Sacramento, the department said. Five civilians were also treated for fire-related injuries, hospital spokesperson Mike Mangas said, adding that their injuries are not serious. The hospital was evacuating five babies in its neonatal intensive care unit, which cares for premature newborns, and taking them to medical facilities outside of the area, Mangas said. The hospital was preparing high-risk patients to be evacuated but there were no immediate plans to do so, he said. Firefighters tried in vain to build containment around the blaze Thursday, but flames kept jumping their lines, McLean said. “It’s just a heck of a fight,” he said. “They’re doing what they can do, and they get pushed out in a lot of cases. It was sparked by a mechanical issue involving a vehicle, Cal Fire said. Brett Gouvea, incident commander of the crews battling the fire, urged residents to pay close attention to the blaze. “This fire is extremely dangerous and moving with no regard for what’s in its path,” he said. Earlier in the day, with flames exploding around Whiskeytown Lake, people tried to save boats at a marina by untying them from moorings and pushing them to safety. But it wasn’t swift enough to spare them all. Dozens of charred, twisted and melted boats were among the losses at Oak Bottom Marina. “The boat docks down there — all the way out in the water — 30 to 40 boats caught fire when the fire laid down on top of them last night and burned those up,” said fire Chief Mike Hebrard of the California Department of Forestry and Fire Protection. Wildfires throughout the state have burned through tinder-dry brush and forest, forced thousands to evacuate homes and caused campers to pack up their tents at the height of summer. Gov. Jerry Brown declared states of emergency for the three largest fires, which will authorize the state to rally resources to local governments. A huge forest fire continued to grow outside Yosemite National Park. That blaze killed 36-year-old Braden Varney, a heavy equipment operator for the California Department of Forestry and Fire Protection whose bulldozer rolled over into a ravine July 14. Hundreds of miles to the south, the Cranston Fire destroyed five homes and threatened more than 4,900 structures. An estimated 6,000 people have been evacuated in Idyllwild and several neighboring communities. NEW YORK CITY (CNN) – The longest total lunar eclipse of the century arrives Friday night, showcasing a blood moon for most of the Eastern Hemisphere. (Getty Images) Coincidentally, Mars is also at its brightest, putting two bright red objects in our sky. It’s already happening as nightfall touches parts of the globe. It started in Australia and Indonesia. The lunar eclipse happens during daylight hours for those in the Western Hemisphere, so people in North America will miss it. Lunar eclipses can occur only during a full moon, and this one is extra special because it’s also the blood moon. The moon will be in perfect alignment with the sun and Earth on Friday, with the moon on the opposite side of the Earth from the sun. WATCH BELOW: Livestream of the Lunar Eclipse The totality of this lunar eclipse will last about an hour and 43 minutes, but a partial eclipse before and after the total phase means the moon will spend nearly four hours crossing the Earth’s shadow. When the full moon moves into Earth’s shadow, it will darken, but it won’t disappear. Sunlight passing through Earth’s atmosphere will light the moon in a dramatic fashion, turning it red. Depending on the weather conditions in your area, it may be rusty, brick-colored or blood-red. This happens because blue light undergoes stronger atmospheric scattering, so red light will be the most dominant color highlighted as sunlight passes through our atmosphere and strikes the moon. “The moon is not always in perfect alignment with the sun and the Earth, so that is why we do not get a lunar eclipse every lunar cycle,” Brad Tucker, an astronomer with the Australian National University’s Research School of Astronomy and Astrophysics, said in a statement. “You will see the sunrise and sunset of the Earth lighting up the surface of the Moon — over 350,000 km away. If you were on the Moon, you would see a total solar eclipse as the Earth would be blocking the Sun.” This full moon in July is also known as the Full Buck Moon and the Thunder Moon, occurring when a male deer’s antlers are in full growth and at a time of frequent thunderstorms, according to the Old Farmer’s Almanac. It’s also a “mini-moon” because the moon is the farthest from Earth and appears small. The fact that the moon appears so small and takes longer to pass through Earth’s shadow is also why the eclipse lasts longer. Viewing the eclipse So where can you see the total lunar eclipse? People in Australia, New Zealand, Europe, Africa and Asia will have the best view, while the final stages of the eclipse after sunset will be visible in parts of South America. For those in the Middle East and Madagascar, the eclipse will occur about midnight, and people in Europe and Africa will have the best view between sunset and midnight. Asia, Indonesia and Australia will see it between midnight and sunrise Saturday. Priscila Sinaga captured the moon’s reddish hue during the blood moon eclipse in Cinere, Indonesia. Dennis Doucet climbed a mountain behind his house in hopes of getting some photos of the full blood moon rising over Osaka, Japan, on Friday night. He captured a photo of an airplane flying in front of the moon as it came in to land. The Royal Astronomical Society said Mars and the moon will appear low in the sky for everyone in the UK, so a location with an unobstructed southeastern horizon will afford the best view. EarthSky.org has a map showing more exact locations, and TimeandDate.com has timings based on your location. North America, much of the Pacific Ocean and most of the Arctic won’t see a thing. The entire United States won’t be able to see a full lunar eclipse again until January. The Virtual Telescope Project will share a live stream of the lunar eclipse and Mars at its brightest just a few degrees apart above the skyline of Rome. Slooh, a robotic telescope service, is livestreaming the eclipse beginning at 10 a.m. Pacific time and ending at 4:30 p.m. Eastern time. And unlike solar eclipses, especially the total solar eclipse in August 2017, the lunar eclipse is safe to view with the naked eye or binoculars. Mars in the sky Our red moon will have some company Friday, when Mars is the closest to Earth that it’s been in 15 years. Mars is reaching its opposition, when it’s in alignment on the opposite side of the Earth and the sun. This occurs at the same time that it will reach one of its closest points to the Earth, about 35.9 million miles away. This is what makes it appear so brightly in our sky, beginning early Friday morning. While Mars will be overhead for people in central Chile, South African and Australia, it will be low in the southern sky for those watching in the U.S. and Europe. “Despite its glorious girth, northern observers will pay a price during this juicy Mars apparition,” Sky & Telescope contributing editor Bob King said. “At most perihelic oppositions, including this one, the planet retreats to the belly of the ecliptic low in the southern sky.” Mars will actually be at its closest approach since 2003 on Monday and Tuesday, when it is 35.78 million miles away. So if bad weather disrupts your opportunity on Friday, there will be more chances. Experts estimate that Mars’ brightness will persist for several weeks. Mars’ closest approach will be at 1 a.m. Pacific time Tuesday, according to EarthSky.org. Although it won’t look nearly as large as the blood moon, Mars will be its largest if you’re looking through a telescope and close to its maximum brightness in our sky. However, Topanga Town – which is about a mile north of the closure along Topanga Canyon Boulevard – will remain open to motorists.

Man charged with intentionally starting nine Southern California fires
LOS ANGELES (CBSLA) – An active search is underway for a missing 24-year-old Los Angeles woman who police say was a victim of domestic violence prior to her disappearance. Veronica Vargas. (LAPD) According to Los Angeles police, Veronica Vargas was last seen at around 1:30 p.m. Wednesday near the 2600 block of North Figueroa Street in the Montecito Heights area near Elysian Park. Vargas was recently the victim of domestic violence, which “has caused alarm in her disappearance,” police said in a news release. No further details were disclosed. Police did not confirm if they have identified or are searching for any possible suspects. Vargas is described as Hispanic, 5-foot-1, 120 pounds, with shoulder-length black hair and brown eyes. She was last seen wearing a black dress. Anyone with information on her whereabouts should call police at 323-342-4100.
