NEW YORK (CBSNewYork) — Birds are coming to Broadway , but the wooden statues won’t sing, rather inform. For the last four months, Nicolas Holiber has used reclaimed and recycled wood to build bird statues. The goal is to install 12 of them in Upper Manhattan and bring awareness to how real life birds are impacted by climate change. “For me, this is a great environmental message… Combining of two amazing things: art and conservation,” said artist Nicholas Holiber. The Brooklyn artist has partnered with the Broadway Mall Association and the organization, New York City Audubon. He is using money from a Kick-Starter campaign to fuel his “Birds on Broadway” project. Holiber says each statue represents a bird that is either native to New York City or passes through on their migration routes. “They all are part of a group of over 300 North American species… that are in peril or face threats due to climate change,” he said. The nearly nine-foot tall birds are expected to land on Broadway April, 2019. They will take over Broadway, every 10 blocks or so, from W 64th St. to W 166th St. “Art brings people together,” said Holiber’s assistant Bishop Mcindoe. “It makes people put aside their ego and settle their differences.” Each statue will explain the problems these birds face and what help they need. Some New Yorkers are already looking forward to learning about this. “I don’t think too many people are aware of what’s going on,” said Upper West Side resident Mizunay Symesom. “I think it’s important for the next generation to actually see it,” said Upper West Side resident Peter Miranda. Holiber says he doesn’t plan on water proofing his creations — so New Yorkers can see the wear and tear from the weather. “Seeing that change and thinking maybe about what’s going on,” said Holiber. The organization Big Reuse has donated the wood that’s left over from the city’s demolition and remodel projects. The birds will be up for eight months.

Jersey City Decriminalizes Marijuana Possession; State Still Split On Legalization

LINDEN, N.J. (CBSNewYork) – More and more New Jersey municipalities are joining the conversation on marijuana legalization. The state’s second-largest city is following New York City and Philadelphia, implementing a decriminalization policy. As CBS2’s Meg Baker reports, there are mixed feelings on the issue. While some municipalities are passing resolutions in opposition, Jersey City is taking a more progressive approach. Decriminalization went into effect there on Thursday. “We are downgrading all marijuana offenses that come through the city ports of Jersey City to local ordinance violation, which will not add to a criminal record or have any of the other collateral consequences of a misdemeanor conviction,” said Jake Hudnut, Jersey City’s new chief municipal prosecutor. Hudnut’s recommending a fine of no more than $50 or five hours of community service if marijuana charges are not dismissed. He’s on the same page as Gov. Phil Murphy , calling it a social justice issue. “People of color are three times more likely to be arrested and prosecuted for marijuana possession, even though cross-racial usage of marijuana appears to be the same,” he said. So where do things stand at the state level when it comes to legalizing adult use of marijuana? “We’re close to getting an agreement with the administration and hopefully the Assembly leadership, so we can have hearings and potentially a vote before the end of the summer,” said State Sen. Nicholas Scutari. Scutari is the lead sponsor of the bill. He says legislators are digging into the details before holding public hearings. “Tax rates, how many dispensaries there will be, how many grow facilities there will be, where they will be located, what’s going to be required for these people in order to get a license to either grow, manufacture or sell,” he said. Political expert Jim McQueeny says there may be more going on behind the scenes. Hesitation may be brewing, because the entire Assembly is up for reelection in 2019, he says. “I think they’re really concerned that voters might think they’re going pell-mell into this thing and opening up places for distributors to be selling marijuana with Slurpees at Wawa and 7-Eleven,” he said. Scutari says decriminalization keeps drug dealers in business and hopes to firm up wavering support for legalization on both sides of the aisle in the next six weeks.

Many travelers have been getting repeatedly hassled by drivers offering car services, but these are not legit cab , limo or ride-share drivers, reports CBS2’s Dave Carlin. “Why can’t the airport regulate that a little better?” said David Bennet, a businessman in from Dallas who says he’s seen little improvement. For years hidden camera investigations have shown “hustler drivers” cruising and aggressively soliciting people , with mixed results. “Since I’ve never been here, I definitely would never jump in and go with a random person,” said Valerie Terry of Louisville, Ky. Others are pressured into taking rides that wind up over-charging them and putting their lives at risk. Ride-share and cab drivers who say that they follow the rules welcome the tough new crackdown, but they hope it goes far enough. “They’re ripping off people left and right,” said Manoj Kumar of Richmond Hill. It seems you could easily identify them just from what they’re doing, so why do we still get it every single time though the airport? “It’s very lucrative for someone to come here and do these illegal fares,” said Charles O’Connor. “We’re going to request legislative action to increase the fines and penalties… By hitting people in the wallet, absolutely.” The addition of more undercover enforcement officers is not a new promise, but it’s right on the heels of a man with many previous solicitation arrests who was caught after leading officers on a chase. Rooting out repeat offenders is the main thrust of this effort at LaGuardia, John F. Kennedy and Newark airports. Last year there were nearly 700 solicitation arrests at LaGuardia and Kennedy, and the goal is to push to double that number for 2018.

SAN FRANCISCO (CBSLA/AP) – The University of California has reversed course, decreasing tuition for the first time in nearly 20 years, this after it had previously planned to hike tuition . The UC Board of Regents announced Thursday that tuition would drop by $60 for in-state students for the 2018-19 year, bringing the total resident tuition and fees to $12,570. The board is holding two days of meeting at the UC San Francisco Mission Bay. The decrease is due to the end of a temporary surcharge which had been in effect since 2007 to recoup legal costs from losses in two class-action lawsuits which cost UC nearly $100 million. The UC had planned earlier this year to raise tuition for all students by $342. UC officials scrapped that proposal in April. In March, however, the board voted to raise nonresident tuition next year by 3.5 percent, to $28,992. The state budget that took effect July 1 boosted funding for the state’s public universities in an effort to stave off tuition increases. The UC system last lowered tuition for the 1999-2000 academic year. Regents approved a 5 percent tuition decrease for that year. In April, the California State University system chose not to raise tuition at its 23 campuses for the 2018-19 year. In 2017, amid large protests, the CSU Board of Trustees approved a 5 percent increase in tuition, bringing annual tuition for 2017-18 for a resident student to $5,742. NEW YORK (CBSNewYork) – Four years after Eric Garner died during an arrest on Staten Island that was caught on video, sources say the NYPD will immediately begin disciplinary proceedings against officer Daniel Pantaleo and Sergeant Kizzy Odonis. Pantaleo is seen on the video putting Garner in an apparent chokehold after confronting him about selling loose cigarettes. The Police Benevolent Association says it hopes the NYPD’s eagerness doesn’t mean an outcome has already been decided. The PBA says it is confident that Officer Pantaleo will be vindicated. Earlier this week Garner’s surviving family held a rally outside City Hall calling for justice on the fourth anniversary of his death. Garner, who had asthma, is heard in the video gasping, “I can’t breathe.” He was pronounced dead at a hospital. The medical examiner ruled the death a homicide caused in part by the chokehold. A grand jury declined to indict Pantaleo and the Justice Department launched a civil rights investigation. Garner’s death became another rallying cry in the Black Lives Matter movement.

Carol Hanquier of Johnson County has decided to sell her home after the local HOA demanded the disabled resident relocate two goldfish ponds she keeps in her family’s front driveway. Hanquier was seriously injured in a 2008 car crash and is on permanent disability. To deal with anxiety, the Indiana mother had the two large tanks installed three years ago. Hanquier says the golfish provide her emotional support. “The fish are extremely soothing,” Hanquier told WRTV in August of 2017 after the Silver Springs HOA filed a lawsuit against her. “It’s something I look forward to. I’m by myself all day long.” Hanquier claims a proposal to move her fish to the backyard was not possible as the area is home to the disabled mother’s other service animal, a miniature horse. The family says their HOA has refused to help find any other solution after Silver Springs claimed Hanquier installed the ponds without permission. The HOA lawsuit says it’s a violation to keep the ponds in the driveway because they “are visible from the street” and may “diminish the aesthetic appearance of the real estate.” The Indiana family claims they have no choice but to sell their home out and have been harassed by HOA officials. “We are being forced out of our home, and they want us gone by August 10,” Hanquier said, via WTVF . “They have done nothing but harass by coming to our home four times a week to inspect.” Scott Tanner, attorney for Silver Springs HOA, disputed the family’s allegations. Tanner adds August 10 is the date Hanquier must respond to the HOA lawsuit, it is not a deadline to move.

NEW YORK (CBS Local) — A man has set a new Guinness World Record for slicing the most watermelons in half on his own stomach in 60 seconds. Ashrita Furman, who has been setting Guinness World Records for 35 years, set his new record on Tuesday in New York. Furman sliced through 26 of the gourds in one minute, six more than Guinness organizers said he needed to establish a new record. “It went really well,” said Furman. “My first reaction is I’m relieved that I didn’t kill myself and the second is I’m exhilarated because it not only is a skillful record but also it’s something that I invented and now it’s out there and other people can challenge it.” (Photo: Reuters/CBS) Furman previously set a Guinness Record slicing watermelons on a friend’s stomach. This time he made a few tweaks. “They came up with the rules and said I had to at least 20 watermelons, which I thought was actually a little high, because I thought 15 would be safe , but 20 was pushing it a little and fortunately we had a good team and everything worked well,” he said. Furman said controlling the danger involved a combination of proper aim, and just the right about of strength. “As it went along, I have to sort of regulate how hard I hit the blade, and so doing that but trying to be very conscious of where the blade was and I noticed at one or two points it was getting very close to my arms so I had to make an adjustment,” said Furman.
